UCSF Building Official

The University of California San Francisco (UCSF), a leading university exclusively focused on health, invites nominations and applications for the newly created position of UCSF Building Official. The Building Official directs the inspections of construction projects for conformance to approved project plans and specifications, applicable codes and standards, policies and procedures, and quality control and assurance as applicable. Reporting to the Senior Associate Vice Chancellor / Vice President of UCSF Real Estate, the Building Official will provide the vision, direction, and execution to advance UCSF’s mission through providing comprehensive Plan Review, Building Permit issuance, Construction Inspection, and Certificate of Occupancy issuance to all construction projects supporting UCSF’s mission, other than inpatient acute-care facilities regulated by the Office of Statewide Health Planning and Development (OSHPD). UCSF Real Estate manages the implementation of capital projects for both UCSF Campus and UCSF Health. The Campus 10-Year Comprehensive Capital Program is currently $4.344 billion, while the current UCSF Health capital program served by the Building Permit Services unit is $600 million, for a total of approximately $5.0 billion. UCSF Real Estate currently manages 228 active projects for UCSF Campus customers, of which 50 projects are in the plan review process and 115 have progressed into construction.

The Building Official will advise senior management, the University Architect, project managers, and project teams on code compliance and construction issues and therefore must conduct business with very high levels of diplomacy, tact, communication ability, and consequential awareness. He/She must demonstrate expert judgment in selecting methods and techniques for obtaining desired results, and can work effectively across a complex institution. They must be a person of integrity whose beliefs and actions align with and advance UCSF’s mission, values, and policy objectives. UCSF’s capital program builds and renovates buildings of the highest levels of complexity and demanding standards of systems performance, while utilizing cutting-edge engineering and construction methods and business processes. Creation of the Building Permit Services unit is intended to reposition and strengthen critically important code-compliance and building permit functions within this delivery environment to best support optimal capital investment outcomes.

The successful candidate will bring at least fifteen years of related experience and a bachelor’s degree in structural engineering, architecture, or related area. Current California registration as an Architect, Engineer, or Construction Manager is required, as is being a California Certified Building Official, International Code Council (ICC) or equivalent. OSHPD ‘A’ License; ICC Certification for Building Plans Examiner; ICC Certification for Commercial Building Inspector; ICC Certification for Fire Plans Examiner; California Office of the State Fire Marshal Certified Fire Inspector; California Office of the State Fire Marshal Certified Plans Examiner; and/or certification in a specialty skilled trade is preferred.
